that the fact that two recalcitrants and
certain absentee owners have not signified
their acceptance of the terms offered should
be allowed to interfere with the programme for
the removal of insanitary conditions in Kowloon
City, and I am to enclose a copy of the draft
of a telegram which it is proposed to send in
reply to the Governor's telegram of the 6th
July, unless Sir John Simon has any objection to
offer.
